Raj Retnanandan is the Principal Consultant for Energy Management and Regulatory Consulting Ltd. He holds a master’s degree in Management Studies from Durham University (UK). Raj is a Fellow Member of the Institute of Chartered Accountants (Sri Lanka) and a member of the Association of Energy Engineers (USA). Raj has worked as an independent consultant in the field of economic regulation of public utilities for over 30 years. He has filed expert evidence and appeared before regulatory tribunals. Raj’s skills and knowledge base includes principles of economic regulation, regulatory policy development, financial and economic analysis, cost of service, tariff design, regulation of electricity markets and Distributed Energy Resources (DER). He has prepared and filed policy submissions respecting the efficient and economic transformation of electric and gas utilities in response to the drivers of customer choice, digitization, decentralization and decarbonization.
